ELIGIBILITY REQUIREMENTS: The Advanced Television Systems Committee (ATSC) is open to (a) any corporation or other business entity having a commercial interest directly and materially affected by advanced television systems standards development, and (b) any nonprofit organization whose members or activities are directly affected by the work of the ATSC, and (c) government entities whose participation would be focused on technical standards, provided that each such entity or organization in (a), (b), or (c) above has (i) the qualifications and willingness to participate actively in the work of the Committee, and (ii) the willingness to bear its appropriate share of the expense of the Committee. If distinct divisions of an organization can demonstrate independent interests and authority to make independent decisions in the various areas of activity of the Committee, each may apply for membership. Universities, governmental organizations, and technical professional societies that are comprised of individual memberships may pay at the minimum member dues level.

A member must not be a company, or an entity majority owned by a company, which is listed on the United States Bureau of Industry and Security (BIS) Entity List or Uyghur Forced Labor Prevention Act (UFLPA) Entity List. ATSC may, in its sole discretion, prohibit or restrict any company, or any entity majority owned by a company, identified in the List of Equipment and Services Covered By Section 2 of The Secure Networks Act (FCC Covered List) or any other government restricted or entity lists from becoming a member or participating in the affairs of ATSC. 

Note: Observer class membership is only open to organizations that do not meet the qualifications for Voting class membership. Individual Observer status is only available to persons not employed by an eligible organization.
