SWAN Questionnaire: Returning to post-COVID policies

We ask Library Directors to complete this survey, or designate a representative from your library to complete the survey. The purpose of this survey is to determine how fine-free libraries would like to apply blocks on overdue materials.

Circulation Policies

Data shared at the last Fireside Chat showed little difference in the number of users with overdue items of 14 or more days, 21 or more days, and even 42+ days. So, data shows blocking does not appear to impact patron behavior on when to return items.

It may be desired to keep the 21-day overdue block as standard practice for libraries with this fine free practice.
What is your current circulation policy? *
Fine Free Libraries: Which of the following blocking conditions does your library prefer?
What circulation policy do you anticipate having September, 2021? NOTE: Fine Free for Now libraries need to commit to a permanent fine free or pre-COVID policies by September 1, 2021.

Collections & Processing Fees

There is interest in knowing how libraries transitioned to Fine Free and if that made an impact on your decision related to collections.
Do you use a collection agency to assist in recovery? *
Fine Free Libraries: Did the library's decision to go fine free change your use of a collection agency to assist in recovery?
The SWAN default processing fee will go from $5 to $0 on July 1, 2021. Does your library wish to continue to charge a processing fee for assumed lost or damaged items? *
